Execution Strategy
RRV operates with a hybrid model – combining internal crews and experienced subcontractors to scale across regions quickly and reliably. Our approach ensures control, flexibility, and quality on every job.
Execution model includes:
- In-house W-2 civil crews with select partners engaged for regional scalability
- EVITP-certified electricians (in-house or partner)
- Direct permitting and rebate processing
- Site supervision and QA/QC standards
- Centralized PM oversight for consistent delivery

Casey Spiegel, Director of Site Development
Casey brings over a decade of experience leading site deployment efforts across wireless, energy, and EV infrastructure. He’s helped scale 5G and utility projects across the country and now focuses on delivering reliable EV and renewable energy installations through practical execution and strong partnerships.

Red River Volt is backed by seasoned leadership from Red River Telecom – a team with deep roots in civil construction, project management, and utility coordination. Together, they’ve built thousands of sites across fiber, tower, and underground scopes. That same expertise now powers RRV’s entry into EV charging, solar, and storage with the same precision and urgency.
Chris Bean, President – Red River Volt
Chris brings more than 20 years of leadership in tower infrastructure, telecom, and utility services. He’s built and led multiple companies focused on site development and construction across the Southeast, guiding teams through thousands of wireless and utility installations. His experience in large-scale infrastructure makes him well-positioned to support RRV’s expansion into EV charging, solar, and storage. Known for building high-performing teams, Chris has a track record of scaling operations through disciplined growth and strong partnerships.
Guy Smith, VP of Field Operations – Red River Volt
Guy has been involved in every part of the site development process for over two decades—everything from acquisition and leasing to construction. He brings a hands-on leadership style that helps ensure quality work and timely delivery while maintaining strong relationships with clients and property owners. His career has been built on doing the job right and earning trust at every level.
Marty Reddell, VP of Construction – Red River Volt
Marty has more than 35 years of experience in construction, site development, and infrastructure work. He’s built and run some of the Southeast’s most trusted tower and excavation companies, and that experience now helps drive high-quality EV and solar construction for RRV. Known for his precision and work ethic, Marty has led complex infrastructure projects that have supported telecom growth across the region.

Red River Volt is a division of Red River Telecom, a Texas-based infrastructure contractor with a 15+ year history of building telecom, fiber, and utility-scale projects across the Southern U.S. RRT has completed thousands of installations for major carriers, municipalities, and private owners – all with a focus on safety, speed, and execution.
